Described at its launch as the “largest mobility program ever carried out in Brazil” by Geraldo Alckmin, Vice President and Minister of Development, Industry, Trade, and Services (MDIC), the Green Mobility and Innovation Program (MOVER) is a Brazilian government policy aimed at enhancing competitiveness and reducing carbon emissions in the mobility sector by 50% by 2030.
Launched by MDIC at the end of 2023, MOVER seeks to expand sustainability guidelines for the automotive fleet and encourage new technologies in mobility and logistics.
The program incentivizes the production chain to invest in Research, Development, and Innovation (RD&I) to improve technologies and enhance the quality of passenger cars, light commercial vehicles, pickups, buses, trucks, and agricultural machinery.
Under MOVER, eligible companies are entitled to financial credits based on their Research and Development (R&D) expenditures, which can range from 50% to 320%. In practice, “every real invested will grant between R$0.50 and R$3.20 in credits, which can be used to offset any taxes administered by the Federal Revenue Service,” according to Quatro Rodas magazine
What’s the Difference Between MOVER and Rota 2030?
MOVER is an evolution and expansion of the Rota 2030 program, launched in 2018, which established new standards for vehicles sold in Brazil, including safety and energy efficiency recommendations.
Now, MOVER goes even further in terms of sustainability, introducing minimum recycling requirements in vehicle manufacturing and adopting the “well-to-wheel” concept, which measures CO2 emissions throughout the entire fuel production cycle up to vehicle exhaust emissions.

In September 2024, Vice President Geraldo Alckmin announced that the MOVER (Green Mobility and Innovation) program had already accredited 121 companies, authorizing them to receive financial credits in exchange for investments in innovation.

Another milestone in ELDORADO’s pursuit of vehicular mobility innovation is the Rota Conectada Project, a partnership between the Institute and FEEC/Unicamp, within the Green Mobility and Innovation Program (MOVER), coordinated by the UFMG Support Foundation (FUNDEP).
The Rota Conectada Project aims to strengthen Brazil’s capabilities in vehicular mobility while developing and providing a real, connected environment with elements of smart cities and vehicular mobility. This initiative supports the development of new applications and drives the future of Mobility in Brazil.
